Saudi Arabia announces penalties for performing Hajj 2025 without permits

Starting today, people caught violating Hajj permit regulations, and those helping them, will face major penalties. This is what you need to know about the penalties for performing Hajj 2025 without permits
According to Arab News, a fine of up to SAR20,000 ($5,331.43) will be imposed on people caught performing or attempting to perform Hajj without a permit and on holders of all types of visit visas who attempt to enter or stay in Makkah and the holy sites during the period.

There will also be a fine of up to SAR100,000 handed to anyone who applies for a visit visa for an individual who has performed or attempted to perform Hajj without a permit or anyone who has entered or stayed in Makkah. The fine will multiply for every person who is involved.
The fine also applies to anyone who transfers or attempts to transfer visit visa holders to Makkah and the holy sites during the specified period, as well as people who shelter or attempt to shelter visit visa holders in any accommodation, including hotels, apartments, or private housing.
The same fine also applies to anyone (residents and visa overstayers included) who attempts to perform Hajj. On top of the hefty fine, the guilty parties will get deported to their countries and banned from entering the Kingdom for ten years.
