RCRC launches a flexible working hours initiative in Riyadh
The initiative has been launched across six work zones
The Royal Commission for Riyadh City (shortened to RCRC), in partnership with the Ministry of Human Resources and Social Development, has launched a flexible working hours initiative in Riyadh across six work zones, effective Tuesday June 2.
The new flexible working hours initiative in Riyadh aims to enhance mobility in the capital, improve traffic flow, and improve the quality of life. As of right now, the initiative covers more than 50 entities across six work zones: KAFD, Digital City, Diplomatic Quarter, Laysen Valley, Granada Business, and ROSHN Front.

It extends the flexible working hours window to four hours, allowing staggered arrival and departure times and helping reduce traffic congestion during peak periods. The move is expected to give employees greater flexibility in determining their arrival times, improve the work environment, enhance mobility, and support the development of a more efficient and sustainable urban setting.
What this means for the rest of the workforce (so, us) is going to (hopefully) notice an improvement in the rush hour (basically all hours in Riyadh) traffic. So even if your company isn’t currently a part of the entities, you will still notice a visible difference in the traffic, making for a much shorter commute.
It forms part of a broader package of projects and solutions implemented by the RCRC to improve mobility in the capital, including road network upgrades, public transport like the Riyadh Metro system, traffic management measures, and modern regulatory frameworks designed to accommodate the city’s rapid growth.
The initiative applies to administrative positions with fixed working hours and excludes sectors that require continuous operations and service delivery, such as healthcare and public education, as well as field and operational jobs.
The staggered attendance timings will be as follows:
- From 5.30am to 9.30am: Civil services
- From 7am to 11am: Government entities
