Vision 2030 was launched in 2016 under the leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister. The Vision serves as a blueprint that is diversifying the economy, empowering citizens, creating a dynamic environment for both local and international investors, and establishing Saudi Arabia as a global leader.

Set to unfold in phases (each lasting five years and building on the last), we are now entering the third and final phase of Vision 2030. Currently, Saudi Arabia’s economy has reached SR4.9tr($1.31tn) in GDP as the Kingdom prepares to enter the final phase of Vision 2030 in 2026, according to Arabian Business.
The first phase
The first phase set the foundation, implementing structural and comprehensive reforms in the public sector, the economy, and society
The second phase
The second phase of Vision 2030 accelerated efforts, providing an enhanced focus on strategies, as well as further investments in key sectors and ambitious projects. This has yielded tangible results across the country.

The third phase
The third and final phase (2026 to 2030) of the Vision will focus on accelerating delivery and maximising impact through sustained implementation, continued government capital spending, and a strengthened role for the Public Investment Fund (PIF) and the National Development Fund in mobilising domestic investment.
The third phase will be driven by the continued rollout of national strategies, both sectoral and regional, as long-term implementation vehicles that build on the foundations of the Vision Realisation Programs (VRPs) and ensure the sustainability of impact beyond 2030.
The Council of Economic and Development Affairs (CEDA) stressed that the eventual end of the third phase in 2030 does not necessarily mark the final destination for the Kingdom’s development. But it’s rather going to provide the country with a robust foundation for the continued growth and evolution that Saudi Arabia will witness in the coming years.
What’s happened so far?
The council noted that 93 per cent of performance indicators have achieved or are nearing their annual targets, with several already surpassing interim or 2030 goals. Currently, 90 per cent of the 1,290 total initiatives are complete or on track following the conclusion of the Vision’s first and second phases. The last phases brought over 1,000 structural, economic, fiscal, and legislative reforms, alongside more than 1,200 regulatory and procedural measures delivered over the past decade, strengthening governance, enhancing institutional effectiveness, and expanding opportunities across all sectors. A total of 935 initiatives were completed, and 225 are progressing as planned out of 1,290 initiatives.
